面向“十五五”时期的战略机遇,中国设计的角色正经历从专业服务向战略赋能的根本性跃迁,被视为驱动双循环的关键“系统转化器”。这一角色的核心使命是为国家战略提供支撑,为文明发展贡献智慧。通过对未来产业、人工智能+、新型能源体系等十大战略场景的剖析,阐释设计作为转化器在连接技术逻辑与社会功能、整合多元要素、塑造新范式中的整合性作用。为担当这个角色,设计学科需在智能创造、复杂系统、文化转译及可持续发展四大方向上实现能力升维,最终将自身锻造成国家不可或缺的“战略性创新基础要素”,推动从科技创新、产业升级到新型文明范式的深刻变革。

Facing the strategic opportunities of the "Fifteenth Five-year Plan" period, the role of Chinese design is undergoing a fundamental shift from professional service to strategic empowerment, and is being positioned as a key "system converter" that drives the dual-circulation development pattern. The core mission of this role is to provide robust support for national strategies and contribute intellectual resources to civilization development. By analyzing ten strategic scenarios, including future industries, AI+, and new energy systems, this paper elucidates how design, as a system converter, integrates technological logics with social functions, orchestrates heterogeneous resources, and shapes new socio-technical paradigms. To undertake this role, the discipline of design needs to upgrade its capabilities along four dimensions of intelligent creation, complex systems, cultural translation, and sustainable development. Ultimately, it should become an indispensable "strategic innovation enabler" of the nation, thereby promoting profound transformations from scientific and technological innovation and industrial upgrading to new civilized forms.
